Jim Crawford is the Chief Strategy Officer of Phoenix Rail, where he oversees all strategic initiatives across the platform. He plays a key role in guiding merger and acquisition efforts, industrial development, and business development activities. Mr. Crawford is also a Partner at Arkadia Capital (formerly Brookhaven Capital Partners), a privately held infrastructure and real assets investment firm. In 2025, Arkadia Capital partnered with UK-based infrastructure investment manager Ancala Partners to form Phoenix Rail. Over the course of his career, Mr. Crawford has acquired and asset-managed properties and businesses across more than 20 states, with total transactions exceeding $2 billion.

Previously, Mr. Crawford served on the Board of Directors of Pioneer Lines, Inc., the fourth-largest short line railroad holding company in the United States at the time. He was instrumental in the company’s take-private transaction in 2019, led by Brookhaven and its partners, and played a leading role in the successful sale of Pioneer Lines in 2022 to another rail holding company backed by an institutional infrastructure investor.

Prior to his roles at Phoenix Rail and Pioneer Lines, Mr. Crawford was Vice President of Acquisitions at Broe Real Estate Group, where he was a member of the management team and investment committee. While at Broe, Mr. Crawford led the acquisition team to source and close multi-million-dollar commercial real estate investments (direct and joint-venture investments), and asset managed numerous properties leading disposition efforts, leasing, construction management projects, and financing.

Mr. Crawford holds a Bachelor of Science in Business Administration, with concentrations in Real Estate and Marketing, from the University of Denver’s Daniels College of Business.
